Case Study
HETEL is an association of 24 VET schools located in the 3 provinces of the
Basque Country. As mandatory by law, all VET schools offer 3 months of
apprenticeship in a company, at the end of the second year of any vocational
programme (VET programmes in Spain last 2 academic years, from September
to June).
However, in 2012 a new regulation was adopted in Spain with the aim to create a
dual VET system. As education is a competence of the regions, each region has
developed its own dual VET system. In the Basque Country, the dual VET system
is developed in the Decrete 83/2015 and has the following characteristics:
● The total duration of the VET programme goes from 2400 to 2800 hours,
along 2 years (applicable to achieve a EQF level 3 and 5. There is no level 4
in Spain and level 2 doesn´t lie below dual VET).
● The participants in dual VET are formal students from a VET school who
are selected by companies (after talking with the school and having an
interview with the candidates) to work partially in them during the second
year of training (800 hours at least along one year, from June to June).
● The relation between the student and the company can take two possible
forms:
● A contract (called “Apprenticeship contract”) where the student needs to
be under 30 years and in official situation of unemployment (the student
needs to be registered in the employment office).
● A grant. Here there is no age limit.
● In both cases the student receives a quantity of money based on the legal
minimum wage (900€) pro-rated by the number of hours he will be in the
company (as it is always less than full time).
● The relation between the company, the student and the VET school is
regulated by a dual VET learning agreement, an official document to be
filled by the three parties which contains their data, the working calendar,
the modality (grant or contract), the working hours for the student, the
learning plan (identifying which learning outcomes are going to be
