However, this is just a starting point for further discussion and possibilities:

                    -   exchange of apprentices for learning a specific skill in a more specialized
                        organization could be a solution, but the legal frame work doesn’t’ seem
                        to be flexible enough > a legal way should be researched more in depth

                    -   If the company providing the qualification program is authorised as an
                        initial VET training provider, then its apprentices can benefit from
                        international mobility short or long term;

                Those companies would benefit from an organization/association/network –
                facilitating the communication between them, the apprentices (or potential
                apprentices), interested authorities – which could provide practical and legal
                advice, along with support to accessing the allowances, facilities and setting up
                the necessary documentation.

                This approach can also be extrapolated to dual VET or professional qualification
                programs in VET institution.
