necessarily favorable for the employer carrying out the program.

                In this context, when a qualification requires diverse competences, it is more
                difficult to find them all within the same company, especially in some specific
                industries where the real world is structured differently, as exemplified below:

                Main field: Media Production – Qualification title: Image and Text Processing
                Technician Qualification level: 4 (NQF)

                This qualification requires skills both in printing/typography production and
                digital image/text processing/production. In many cases, especially in case of
                microenterprises, those two processes are not found within the same company –
                some of them provide printing/typography services but do not have an in-house
                graphic designer/editor – they might either subcontract those services or simply
                not provide them, executing only the physical part of the process, the other side
                falling into the responsibility of the client. On the other hand, media/graphic
                design/editing services could be rather found in a small company specializing in
                web design, graphic design and multimedia creation – which usually don’t have
                large scale printing facilities.

                Main field: Agriculture – Qualification title: Mountain Farmer; Qualification level:
                3 (NQF)

                This is an interesting and relatively new qualification, bringing together multiple
                type of skills: from plant and animal growing, to agricultural machinery
                operation, to agro-tourism, managing an accommodation facility, undertaking
                activity with tourists, and even small-scale production and selling of bio products
                (including complex cookies and preserves). Therefore, those obtaining the
                ‘mountain farmer’ qualification need to have quite advance notions about soil
                quality, horticulture, pomiculture, farm animals of all types (birds, cattle, horses –
                and even horse training), driving and maintenance of agricultural machinery,
                running a small hotel, cooking, managing employees, receiving tourists –
                including foreign, marketing, entrepreneurship, running a business and financial
                management notions (!). By its own nature, this qualification is not addressed to
                mass-production or large employers, but rather the profile is represented by
                family associations, individual enterprises or small local cooperatives.


                Key Learnings

                Of course those 2 qualifications are not the most popular among employers –
                and there are not many offering qualification programs at the workplace –
                although workforce is wanted. There are qualification programs within VET
                schools for these qualifications – but many small companies would benefit from
                the allowance provided by the employment agencies – for the apprenticeship
                programs.

                 On the other hand, there are many young people who would rather get
                employed and paid full-time, and get the qualification at the same time, than
                spending this time in a formal VET program, with far less practical training and
                no payment.
