                Case Study

                The apprenticeship contract was introduced in Italy in 1955 as a contract
                addressed to young people to allow them enter the job market.

                There are 3 types of apprenticeships in Italy:
                           ·         Type 1: used in the VET sector
                           ·         Type2: used in different field outside the VET sector
                           ·         Type 3: used especially in the research field

                As mentioned above, the type 1 apprenticeship regards the VET sector, namely
                the relation between VET schools and companies. It is addressed to young
                people between 15 and 25 years old and it can be applied for a minimum of 6
                months to the whole duration of the educational path. Generally the students
                spend 50-70% of the time in schools and the rest in companies.

                Despite this type of apprenticeship was introduced in the 2003, it has not
                worked out that much so far. In 2015, there were only few thousands of examples
                that were applied in Italy, covering only 3% of the total of the apprenticeships
                contracts (Cedefop).

                More precisely, the type 1 apprenticeship has some of the characteristics of the
                “Dual system” will developed in Germany and Austria. It is connected to the VET
                sector, indeed it comprises a relevant period spent in VET schools or centers
                where a formal education takes place, which is alternate with a formative period
                in the work place. The apprentice/student is legally linked to the tutor of the
                company through a contract of which is part an educational plan.

                There are 4 main challenges regarding the improvement of this Italian
                apprenticeship in the VET sector:
                           ·         Governance
                           ·         Characteristics
                           ·         Companies’ involvement
                           ·         Contents and results of the training

                Governance
                At the governance level, the VET system of apprenticeship is still in a developing
                phase due to its coordination both at national and regional level. This issue leads
                to a situation where two different sub-regime of the type 1 apprenticeship.
                Moreover, at regional level VET schools have implemented this system in
                different occasions since its launch in 2003, while at national level this type of
